The Calistoga Road Pavement Rehabilitation & Utility Improvement Project will rehabilitate approximately 1.1 center line miles of Calistoga Road - from Montecito Boulevard to Highway 12, as well as replace and upsize approximately 7,629 linear
feet of water pipe and replace approximately 1,825 linear feet of sewer pipe.
The project will use a combination of Full Depth Reclamation and mill and fill paving methodologies to address failing and deteriorating pavement conditions.

The project will improve roadway conditions, enhance safety for all users, and upgrade critical underground utilities. Improvements include:
- Buffered bike lanes added between approximately Marit Drive and San Luis Avenue
- Protected bike lanes with green bollards from San Luis Avenue to Montecito Boulevard
- Existing bike lanes maintained in all other locations
- Improvements to bus stop infrastructure
- Pedestrian curb ramps brought up to current ADA standards
- Approximately 7,629 linear feet of water pipe replacement or upsizing
- Approximately 1,825 linear feet of sewer pipe replacement
- Additional water and sewer system upgrades including valve boxes, manhole frames and covers, and new fire hydrants
The project will restore a critical stretch of roadway for residents, businesses and commuters, while improving safety and accessibility for people traveling along the corridor.
The improvements will enhance roadway conditions, provide safer facilities for pedestrians and bicyclists, and replace aging water and sewer lines in the area. The project also reflects priorities identified by the community during the planning and design process.
Providing a safer space for walking, biking, and transit use along this corridor of Calistoga Road also supports the City’s broader goals of improving mobility and connectivity in the area.
Construction is expected to begin in June 2026 and is anticipated to be completed in August 2027 — approximately 15 months. The schedule may change depending on weather conditions or other unforeseen circumstances.
Work will typically take place from 7:00 a.m to 7:00 p.m Monday through Friday. On occasion, if deemed necessary and as approved by the City, periodic night work would take place from 8:00 p.m to 5:00 a.m. Prior notice will be given for night work, and if periodic weekend work is needed.
Maintaining access for emergency services is a priority during construction. Traffic control plans will be coordinated with local emergency service providers to ensure emergency vehicles can safely access the area at all times. If temporary lane closures are in place, traffic control personnel will assist emergency vehicles in safely navigating through the work zone when necessary.
Calistoga Road is expected to remain open to traffic during most phases of construction.
Temporary lane closures and traffic control measures will be implemented to allow crews to safely perform the work.
Traffic control plans will be implemented throughout construction to help maintain safe travel through the corridor for motorists, pedestrians, and bicyclists.
These plans may include lane closures, flaggers directing traffic, temporary signage, and electronic message boards to alert drivers of upcoming construction activity. The project team will work to minimize disruptions while maintaining safe access through the corridor.
As with all large construction projects, there will be unavoidable disruptions to nearby neighbors and motorists traveling in the area. Residents and businesses may experience noise, dust, lane closures, traffic delays, and the presence of heavy equipment in the work zone.
Access to driveways will generally be maintained, although there may be brief periods when driveway access is temporarily restricted while work is performed directly in front of a property.
Trash collection, mail delivery, and access for emergency services will be maintained during construction.
The City and the project team will work to minimize impacts to residents, businesses, and motorists during construction. Residents and businesses along the corridor will receive advance notification before construction activities occur in their area.
Construction updates will be shared regularly through project email updates and the project website so the community can stay informed about upcoming work and schedule changes.
Pedestrian and bicycle access will be maintained whenever possible. In areas where sidewalks or curb ramps are being reconstructed, signage will direct pedestrians and bicyclists to alternate routes, and traffic control measures will be in place to guide people safely through or around the construction zone.
The project's construction contract amount is $10,592,049.00.
The project is part of the City's Five Year Capital Improvement Program (CIP), which is a financial plan for the maintenance and expansion of public infrastructure. The CIP is funded through a variety of sources, including the General Fund, Gas Tax, Development Fees, and Enterprise Fund revenues. You can learn more at srcity.org/CIP.
